Sally Bishop
Director, Dept. of Emergency Management
Pinellas Co.
Sally Bishop is a 20-year veteran of Emergency
Management. She was appointed interim director
of Pinellas County’s Emergency Management
Department in February 2007, after serving for
nearly two years as assistant director under former
EM Director Gary Vickers. Her experience is a
culmination of more than two decades of emergency
planning and disaster response and operations
in the field.
She had started with Pinellas County’s
Emergency Management in 1986 and over the next
seven years worked numerous storm, disaster and
recovery efforts, including:
- Storm of the Century, 1993 Rolling Black Outs,
Severe Cold Snap, 1989
- Tornado Emergency, 1992 Tropical Storm Keith,
1988
- Hurricane Andrew Threat, 1992 Severe Flooding,
1988
- Severe Weather Incident, 1991 Hurricane Floyd,
1987
- Hurricane Marco, 1990 Jones Chemical Fire,
1986
She spearheaded the development and refinement
of numerous county programs and operations, including
the Hurricane Evacuation Implementation Guide,
Special Needs Evacuation Program and the county’s
disaster recovery operations. Bishop is credited
with the co-creation of the county health care
agencies-attended hurricane conference, Hurricanes
and Health Care, which provides critical training
and information to county health providers.
With 11 years experience at Federal Emergency
Management Agency (FEMA), and 23 Presidential
Disaster Declarations behind her, Bishop is known
for her strength and first-hand knowledge in recovery
efforts.
Sally completed course work at St. Petersburg
College with and Associate of Science degree in
Computer Science.

David Schirm

Raymond James
Raymond James, a diversified financial services
holding company with subsidiaries engaged primarily
in investment and financial planning, in addition
to investment banking and asset management. He
has been a part of the Raymond James family since
1998.
David is certified business continuity professional
(CBCP) by the Disaster Recovery Institute International,
and has more than 13 years of experience within
the field of business continuity/disaster recovery.
His experience includes service in the United
States Air Force, and work for the health insurance
and financial industries.

Marguerite Redwine, M.Ed.
CEO 2-1-1 Via Link
New Orleans
Ms. Redwine began her career with an international
corporation and has since worked in the human
service sector. She has over 30 years of experience
as a nonprofit executive, volunteer leader, and
consultant. Ms. Redwine has served on national,
state, and local committees and has provided expertise
and leadership to numerous New Orleans area boards
and advisory groups.
As CEO of VIA LINK for the last 10 years, Ms.
Redwine has worked to develop VIA LINK into a
strong nonprofit that is responsive to community
needs and has played a key role in the development
of a unified Louisiana 2-1-1 system.
